By Kathy Finn NEW ORLEANS, Aug 27 (Reuters) - Three years after Hurricane Katrina slammed into the Louisiana coast, New Orleans residents on Wednesday again faced the prospect of an evacuation as Tropical Storm Gustav loomed.
